University of Shanghai for Science and Technology began its international exchange in 1978. At first the Foreign Affair Office was appointed to be in charge of the exchange matters. With approval of former Ministry of Machinery Industry, in 1995 USST began to establish 4 international joint colleges with Syracuse University, Massachusetts Institute of Technology, Queens College of the City University of New York and Hamburg University of Applied Sciences. Since USST has established more and more inter-university relationships with foreign universities and received more and more foreign visiting scholars and businesses, there appear more and more channels for visiting abroad, from advanced study at first to scientific research cooperation, lecture and study for doctor degree gradually.

USST started to receive foreign visiting delegations and experts and employ long-term English language experts in 1978. In 1981 USST introduced entire System Engineering MBA program from Sloan School of Massachusetts Institute of Technology, which helped to improve the foreign expert management work of USST to a higher level. In 1985International Exchanges Office put forward a more scientific management mode in which a foreign affairs network would be established among the colleges to enhance the information channel and cultivate foreign affairs cooperator. This mode

  
emphasized the concept of serving the experts, improved the experts working condition, raised the expert living standard, expanded channels for foreign expert employment and source for school running outlay, and enlarged the overall benefits of employing foreign experts. As the practice of this management mode going on, the profits of foreign affairs work were gradually shown up.
     Starting from inviting individual foreign experts to give lectures on the campus only, the opportunities have gradually expanded to employ certain amount of long-term and short-term foreign experts annually.
